Subject and preheader have different jobs.
The subject should carry the main point even when everything after it is cut. The preheader can add context, a date or the next step instead of repeating the same sentence.
The preview counts visible characters, including emoji and combined characters. It will not split an emoji in half when an example needs shortening.
Inbox layouts are not identical.
Gmail, Apple Mail and other apps use different typefaces, widths and settings. A reader may also use larger text or a narrower screen. The tool therefore shows representative examples, not one universal character limit.
Send a real test to the inboxes that matter before a large launch. This preview is best at exposing repetition, a buried point or a sender name that consumes too much room.
