How the target is reached.
The image is first tested at its original pixel dimensions. Quality is adjusted in small steps to find the largest file that stays below your target. Width and height are reduced only when quality alone is not enough, always proportionally and never upwards.
JPG suits photographs and gives transparent originals a white background. WebP can preserve transparency and will often create a smaller file. The actual file size, dimensions and encoding quality appear before download.
